BY-LAWS OF THE JOLLIFFWOODS CIVIC LEAGE

 

 

Article I - Purpose

 

The purposes of the “Jolliff Woods Civic League” hereinto referred to as JWCL are:

 

a) To promote, encourage, improve and protect the common good and general welfare of the community of the JWCL,

 

b) Foster an atmosphere of fellowship and togetherness throughout the community.

 

 

Article II - Membership

 

a) Any adult who resides in or owns realty property in Jolliff Woods is eligible to become a member. With the understanding it is “One” vote will be permitted per paying household.

 

b) Membership dues shall be $ 30.00 per year per household.

 

c) Only “Actively Paid” members shall be eligible to vote on major issues and in the election of officers.

 

d) Dues heretofore determined may be changed by a majority of members present at any regular meeting.

 

 

Article III - Meetings

 

a) Regular meetings of the league shall be held on the first Tuesday of each month.  Meetings will be held at 7:30 p.m. at a place designated at the previous regular meeting.  For current locations and times please check the web page or contact the President of the JWCL for information.

 

b) Special meetings for all members will be called by the President as necessary for the good and welfare of the League.

 

c) The annual meeting will be held in the month of November, and shall be for the purpose of electing the League's officers, and other such business as may properly come before the meeting as regular order of business.

 

e) The quorum shall consist of 2/3 of the current officers and any members present in good standing with the JWCL.  The officers will also be given authority to act on the behalf of the JWCL via signed proxies by its members.

 

f) This civic league uses “Roberts Rules of Order” as a guideline for meetings.

 

 

Article IV - Officers

 

a) The officers of this League shall be a President, Vice President, Secretary, Treasurer, City Liaison and Events coordinator.

 

b) The officers shall be elected at the annual meeting of November, and shall hold office for one year beginning the following January.

 

c) In the event of a vacancy in any office, the League shall fill the vacancy at the next meeting.

 

d) The immediate past president shall be a member of the executive board.

 

e) The executive board shall consist of the six officers as indicated here under section “a” and the immediate past president.  JWCL meetings shall be held on the call of the President.

 

 

Article V - Duties of Officers

 

a) The President shall preside at all meetings of the executive board and all regular meetings of the League; shall have general supervision of the business and affairs of the League, shall sign and countersign all contracts and documents of the League that may require his or her signature; shall make reports to the executive board and perform such other duties as are incident to his/her office. The President is an ex-officio member of all committees.

 

b) The Vice President shall in the absence or disability of the President perform his or her duties.

 

c) The secretary shall issue notice for all meetings other than those issued by the President; shall keep the minutes; shall have charge of the League's records; shall sign with the President such documents as require his/her signature; shall make such reports and perform such duties as are incident to the office. He or she shall keep the roll of the membership and addresses of each member.

 

d)  The Treasurer shall receive and disburse all funds of the League; shall pay by check all bills authorized by the League; shall make a monthly report of all receipts and disbursements at each monthly meeting. All checks shall be signed by the treasurer and approved/signed off by two active board members.   Books and records shall be audited by a committee appointed by the President following the annual election of officers and before installation of new officers.

 

e)  The City Liaison shall monitor city and community issues, regarding, but not limited to zoning and land use issues, and issues regarding school attendance zones, etc.  He or she shall inform the JWCL by email, webpage or scheduled meetings when issues that concern the neighborhood are being considered. Liaison will coordinate efforts made by JWCL to communicate with the proper city department and officials when necessary.  Liaison will arrange to have appropriate officials, or applicants for rezoning and land use issues, attend JCWL functions to make presentations to our members.

 

f)  The Events Coordinator shall assists the JWCL by residing as the Chairperson /President over the “Events” and “Special Projects” committees insuring they maintain a accurate account of how to perform the event.  This will include keeping and maintaining the special events logbook with detail records of all events performed by the JWCL.

 

Article VI - Standing Committees

 

a) Standing committees shall be composed of the Chairman, ex-officio/asst chair, and any additional appointed members.

 

b) The President shall appoint the chairman of each standing committee and will reside as the ex-officio member on all committees as outline in Article I -V.  The additional members shall be selected by the chairman with the approval of the board.

 

c) Members of standing committees shall serve for one year.

 

d) All decisions of the standing committee shall be by majority vote. A vacancy on any standing committee shall be filled forthwith by the appointer.

 

e) Standing and Temporary committees shall be:

 

1.    Membership (Standing)

 

The membership committee shall be responsible for maintaining and tracking membership in the Community League. This will entail collection of membership dues and development of membership drives that promote the efforts of the League.

 

2.    Nominating (Standing)

 

The nominating committee shall at the first meeting in September present the name of one candidate for each office which additional nominations may be made from the floor.

 

3.    Community Assistance/Benevolence (Temporary)

 

This committee shall through word of mouth and media monitor the neighborhood for those in need of assistance and/or solace; and shall propose to the President any appropriate assistance that may be granted by the League. This committee shall also report at the following meeting any gifts or awards that have been presented in the previous month.

 

4.    Events (Standing)

 

The events committee shall develop an event schedule and coordinate events’ chairpersons as set forth in Article I of these by-laws.  Current events are as follows but are not limited to this list and may be modified by the events committee. (a) Easter Egg Hunt, Spring Block Party, Neighborhood Yard Sale, Halloween Event, Adult Night, Grand Illumination.

         

5.    Special Projects (Temporary)

 

The special projects committee shall develop and maintain all special / non reoccurring projects within the borders of JWCL and will advise the Board and Officers of all findings and results that the committee may be set upon to determine on the behalf of the JWCL.

 

6.    Beautification (Standing)

 

The beautification committee shall be responsible for maintaining all entrance corridors. Maintenance includes, but is not limited to” coordinating, organizing clean-up volunteers for the entrance corridor along Jolliff Road, scheduling and advertising bi-annual city dumpster locations, maintaining plantings and monitoring neighborhood signs at the entrances, and general beautification of the JWCL throughout the neighborhood.

 

Article VII - Amendments to the By-Laws

 

These By-Laws may be amended at any regular or special meeting by a two-thirds (2/3) vote of the officers present and voting, provided the proposed amendment has been read in the previous meeting and published to the members via letter or web page.

 

 

Article VIII – Proxy Authorization for operation of JWCL

 

Active member Proxy – (A paid dues member in good standing with the JWCL)

 

This document is used by “Active members” to appoint a proxy.  A proxy is allowed to vote in the interest of an “Active member,” if an “Active member” cannot attend a meeting.

 

PROXY FOR ANNUAL MEETINGS & SPECIAL EVENTS OF THE

I am the owner or authorized resident as indicated below and I hereby appoint and authorize/proxy “JWCL Officers/Board” to act as my proxy.  I also authorize them to conduct JWCL business, vote in the best interest of the civic league in the daily operations to include the annual meeting and any special events which will be held as determined in “Articles I – VIII of the “By-Laws” of the JWCL.
